This is the proverbial better mousetrap attempt at matching recruiters and their candidate files with employers who have openings. If you recall the now-departed Headless Hunter (or if you regularly work splits), you'll see the similarities -- and the differences. Simply put, employers post jobs and what they'll pay to fill them. Recruiters, who are "invited" to participate, respond to the posting. The company picks the recruiter to work with based on the pitch, the recruiter profile, and metrics, such as fill-rate. The better recruiters do, the better the metrics and, presumably, the more engagements they get. It's a handy way for a company without an established recruiter relationship to fill the tough requisitions. For recruiters, it's a great way to monetize those good candidates who might otherwise be nothing more than another resume on file, and a way to build new relationships.
